Situation in Thailand
Thailand is an agricultural-based country and generates massive amounts of agricultural waste. The open burning of rice residues is the largest contributor to pollution
Rice, is cultivated year round and consists of two different periods of cultivation, or, major and second rice: the major rice is mainly cultivated in the wet season between May and October and harvested in the dry season from November to February. The second rice is grown from November to April in the following year and harvested in the rainy season from May to October. As a result, rice residue is burned throughout the year. However, the burning period for rice residues is different region by region.
Sugarcane, is usually burned before the harvest to remove sharp foliage, insects, and snakes so that stems are easier collected by workers (Kanokkanjana and Garivait, 2012). The pre-harvest burning of sugarcane was accounted for as the open burning during the harvesting period from December to April. The burning of agriculture residues is significant in north-eastern and northern areas followed by the central and southern areas.
Forest Fire in Northern part of Thailand
The emission from forest fires is an especially important source in the northern part, where more than 70% of the forest area is subjected to the risk of forest fire. According to the Forest Fire Control Division (FFCD) (2014), reasons for forest fires are agricultural land clearing before the next crop cultivation, incidents, hunting, animal farming, illegal logging and the collection of forest products by local residents, e.g. wild mushroom and bamboo and etc….Many of the recorded forest fires, therefore, are related to human activities, especially to agricultural purpose. Impact on water resource - Disturbing the hydrological balance thus shaping a new regime of flood and drought conditions - Worsening water quality since sediments and burnt debris are drained with run-off into water bodies which can shallow the stream and river beds to the extent causing overflow and flood which may eventually damage agriculture. - Soil compact resulted from forest fire can reduce or limit the capacity and the functioning of the catchment area to store water for use in dry season, causing water shortage in dry season. Impacts on soil, nature, and forest - Forest land destruction, loss of forest trees and other living organisms. - Loss of forest soil fertility, loss of water holding capacity and soil nutrients. - Top soil erosion in the absence of ground cover. - Landslides which occur frequently in the North with thunderstorm and heavy rain (local villagers are affected directly).
Corn, one of the main source of the fires especially in northern region. The new crops to be planted after the smoke clears are not rice and vegetables to feed locals. Most of corn farmers either sold their corn to middlemen or directly to Charoen Pokphand (CP) group, a Thai agricultural conglomerate, via contract farming arrangements. Usually, the bad deal and the low income reinforce the farmers expand their farm land to surrounding forest land. Especially in northern region, the burning of agricultural fields and forested areas is a yearly event, mainly in the dry month of March, which has become increasingly more destructive and widespread. The figures of lung cancer is the highest in northern Thailand that could be one of the indicators showing the poor air quality arising from burning.
As a conclusion, in the upper northern provinces, forest fires were found to be the largest contributor, while in the lower northern and northeast and the open burning of rice residues and pre-harvest open burning of sugarcane as well as burning sugarcane residues in sugar industries were found to dominate the PM (particulate matter) concentration
Significance of the project
It is clear that various problems associated with smoke, haze, and air pollution from farm field burning and forest fire are growing more serious every year. Although the state sector has implemented many measures including legal measure to ban and lower the field burning extent, the problems remain. Thus, it is crucial to get the polluters and the general public to come into term at the beginning to find the solutions together. To this ends, a multi-stakeholder and multi-functional participatory process is considered appropriate for behavioral change at the beginning.
In 2015, a pilot project of “Project on Smoke Management and Minimization of Chemical Use in Highland Agriculture” was started and the target area is at Mae Na Chou Sub-district, Mae Chaem District, Chiang Mai, Thailand. There are 30 farmers participated and produced around 200 tonnes of “Burn-Free” products within 2 years. We found that a systematic certification system is in great demand because it could speed up these practices in other provinces and last sustainably.
Referring to the positive experiences gained from this project, we destine for a new and mutual cultural value of “Burn-Free” --- farmers will no longer practice open field burning, consumers will choose whatever to consume in favor of environmentally friendly products, and the public and private entities will anticipate being recognized for their efforts in contributing to the sustainable wellness for all stakeholders as well as to the mitigation of climate change in this direction.
In summary, setting up a Burn-Free and Chemical-Free Certification System, on one hand it encourages farmers practicing Burn-free farming in order to replace agricultural crop residue burning farming method. Farmers who have registered as Burn-Free and Chemical-Free farmers and their produces have the Burn-Free trade mark that could have market outlet and different networks to sell their products in higher price than conventional farming products. On the other hand, it will have customers’ campaign to support the Burn-Free and Chemical-Free Certificate System through purchase farmers’ products and willing to pay high price to buy their products.
The objectives of the Burn-Free Project for Climate Change Mitigation in Thailand are
(1) To create and maintain a formal Burn-Free trademark and associated certification, registration, inspection, and monitoring standards and systems;
(2) To promote burn-free practices and the reduced use of agricultural chemicals among farmers;
(3) To establish marketing outlets and consumer networks to distribute certified burn-free produce at premium prices; and
(4) To encourage the general public to support and purchase these certified products.
The expected outcomes of the Burn-Free Project for Climate Change Mitigation in Thailand are
(1) No less than 40,000 farmers participating in the project;
(2)No less than 400,000 rai (64,000 hectares) of agricultural land converted to burn-free farming practices;
(3) An added value of no less than 5% above the general market price for certified produce and products to farmers participating in the project;
(4) More consumers purchasing produce and products that are certified “Burn-Free and Chemical-Free”;
(5) No less than 5% annual growth of “Burn-Free” produce and products sale volume and value through on-line marketing system;
(6) The foundation will be self-sustaining after three years and will maintain the burn-free and chemical-free movement in Thailand; and
(7) The foundation will expand its impact to other countries through networking, knowledge exchange, and partnerships.
3 years : 2018 – 2021
Link up with different sectors or network
The project will build up the network with local government agencies, local governments, and Provincial Agricultural Council. For the Provincial Agricultural Council, the project can identify and invite one of the representatives from each region as the field coordinators, in order to give advice and monitor the progress of the program. For local government agencies, such as agricultural division, can help to link up different farmers group, farmers association and organic farmers’ group for the project. They can also provide information about the situation of agricultural crop residue burning in different provinces and regions.
Develop the criteria, qualification and registration for the certification system
The Project itself will develop the criteria and procedure for selecting farmers to participate in the project, with inputs from the professional experts and the advisory team. Moreover, there are public forums to solicit opinions from all groups of stakeholders, inviting representatives of farmers, agricultural council, government agencies, and private sector to discuss on the criteria and procedure in selecting farmers to participate in the project. Arrangements for the following sessions will likewise be made: introducing the project, requirements and qualifications for the produce and products to be certified, registration and inspection procedures for the certification, selection of 5 field coordinators, and announcement for application as internal evaluator/auditor candidates.
Training for inspectors and coordinators of the project
A training course will be arranged for coordinators and internal evaluators/auditors on their functions and responsibilities in the nature similar to training on GAP or organic agriculture inspections. Each Provincial Agricultural Council will be responsible for inviting and selecting farmers in its area to participate in the project. At the same time, the project will inform the public about the project activities through various mass media including social media. Then, the internal evaluators/auditors and the field coordinators will do the field inspection, refer to aerial photographs, make use of GPS, satellite photos from Forest Protection and Fire Control Office or private sectors and perhaps arrange for laboratory soil chemistry test of soil samples from each farm plot, and use all obtained information to set up a database system as well as a monitoring system.
Training for farmers’ group
Meeting with project participating farmers will be organized in each target farmers’ groups or networks as an introductory and training session to provide knowledge on “Burn-Free” and environmentally friendly agricultural pursuits. It is intended to be a genuine participatory learning process between farmers and the project working team members to identify problems and solutions to assure the development as well as to compile the needed information for building a database of production activities and the produce and products of the project. The project can also link up some local organizations or agencies which can provide professional training of burn free and chemical free farming methods for farmers group or individuals.
Develop and implement a marketing strategy for burn free and chemical free products
Conducting market research, understand consumer requirements, habits and their behavior trends, develop marketing strategies and action plan to mobilize consumers. Negotiate and collaborate with key stakeholders of commercial, private companies, retailers, Government sectors and experts to expand the market for burn free and chemical free products.
The project work plans are laid out for three years of its operation.
1st Year

1.9 Implementation of farmer registration, inspection, and certification.

1.11 Designing logo.
1.12 Introducing the project and the project logo to trading stores and consumers.
1.13 Arrangement of meeting with project participating farmers to present them the certificate of training.
1.14 Announcement to invite the submission of research proposals which are to be reviewed and approved by the professional experts.
2nd year
2.1 Full-house working team meeting to assure the common understanding about the project’s operational approach, targets, and missions for the second year operation, and to make conclusions on lessons learned from the first year operation.

2.3 Project publicity through various media, communication with government agencies and seeking cooperation from the pertinent Provincial Agricultural Councils.
2.4 Implementation of farmer registration to be done by each Provincial Agricultural Council, inspection, and certification.
2.5 Development of a database on project participating farmers in the previous year and the second year.
2.6 Follow-up with those farmers who received certificate in the previous year and granting certificates to the newly joined project participating farmers.
2.7 Development of an on-line marketing system to sell the produce and products from the project.

2.9 Arrangement of meeting with project participating farmers to present them the certificates.

3.6 Follow-up with farmers who received certificates in previous years and granting certificates to new project participating farmers.

3.8 Publicity to introduce the project and the project’s logo to trading stores and consumers.
3.9 Meeting with and training for project participating farmers, and giving them certificates.

กว่า 20 ปี มาแล้ว ที่เราวนเวียนกับปัญหาหมอกควันที่เหมือนกับว่า เราจะไม่เคยประสบผลสำเร็จเลยในการแก้ปัญหา หมอกควันเลย สิ่งที่เราต้องเผชิญคือสถานการณ์เป็นปัญหามลพิษที่เกิดขึ้นเป็นประจำทุกปีในภาคเหนือของประเทศไทย โดยมักจะเกิดในช่วงปลายฤดูหนาวสู่ฤดูแล้ง ประมาณช่วงเดือนมกราคมถึงเมษายน ของทุกปี โดยเฉพาะอย่างยิ่งในจังหวัดเชียงราย เชียงใหม่ แม่ฮ่องสอน ลำพูน และลำปาง ต้องประสบกับปัญหาหมอกควัน และมลพิษในอากาศที่สูงมากกว่าปกติ เนื่องจากพื้นที่ชุมชนทางภาคเหนือส่วนใหญ่มักตั้งอยู่ในที่ราบลุ่มแม่น้ำ ซึ่งมีภูเขาล้อมรอบเป็นลักษณะแอ่งกระทะ ทำให้หมอกควันไม่สามารถกระจายตัวออกไปได้ โดยปกติหมอกควันและมลพิษทางอากาศจะลอยขึ้นไปในอากาศได้สูงประมาณ 3-5 กิโลเมตร แต่เมื่อมีภูเขาสูงกั้นและพื้นที่ชุมชนหรือเมืองมีลักษณะที่เป็นแอ่งกระทะ จึงทำให้หมอกควันและมลพิษสะสมในบรรยากาศเป็นปริมาณมากจนก่อให้เกิดอันตรายต่อสุขภาพและสิ่งแวดล้อม มีสาเหตุเกิดจากการเผาไหม้ที่สำคัญคือ การเกิดไฟป่าจำนวนหลายครั้ง ทั้งภายในประเทศและจากประเทศเพื่อนบ้าน การเผาเศษวัสดุเหลือทิ้งทางเกษตรเพื่อเตรียมพื้นที่สำหรับการเพาะปลูกในช่วงฤดูฝนการเผาพื้นที่เพื่อประโยชน์ต่อการเก็บเห็ดเผาะและผักหวาน การเผาขยะชุมชนและการก่อไฟให้ความอบอุ่น การเผาไหม้เหล่านี้ทำให้เกิดปัญหาฝุ่นละอองขนาดเล็กและก๊าซอันตรายต่าง ๆ เช่น ซัลเฟอร์ไดออกไซด์ คาร์บอนมอนอกไซด์ และไนโตรเจนไดออกไซด์ ในบรรยากาศและแพร่กระจายไปยังบริเวณชุมชน มลพิษหมอกควันทางภาคเหนือจัดเป็นปัญหามลพิษทางอากาศที่สำคัญปัญหาหนึ่งของประเทศประกอบกับสภาพภูมิประเทศที่เป็นแอ่งกระทะและสภาพภูมิอากาศในช่วงฤดูหนาวที่มีความกดอากาศสูงสภาพอากาศนิ่งและแห้งเป็นเวลานาน ทำให้มีการสะสมของสารมลพิษเหล่านี้ในบรรยากาศสูงเกินมาตรฐาน
สาเหตุหลักของการเกิดหมอกควันทางภาคเหนือนั้นมีปัญหามาจากเรื่องของการ "เผา" อาทิ การเผาในพื้นที่เกษตร การเผาวัชพืชริมทางและการเผาป่า ซึ่งก่อให้เกิดหมอกควันและฝุ่นละออง เถ้า เขม่าควัน ระบายออกสู่อากาศ ซึ่งสารพิษต่าง ๆ ที่มีในหมอกควันได้ก่อให้เกิดผลกระทบต่าง ๆ มากมายอาทิ
สารในหมอกควันที่ก่อให้เกิดผลกระทบต่อร่างกายแบ่งเป็น 2 กลุ่ม คือ ฝุ่นขนาดเล็ก และแก๊สพิษ โดยผลจากการตรวจวัดระดับฝุ่นในอากาศในหลายที่ปีผ่านมา พบว่ามีจำนวนมากขึ้นอย่างน่าเป็นห่วงซึ่งสารที่ประกอบในหมอกควันทั้งสองนี้ก่อให้เกิดผลกระทบกับระบบต่าง ๆ ของร่างกาย คือ ระบบทางเดินหายใจ ระบบหัวใจ รวมไปถึงระบบสมอง ก่อให้เกิดโรคเฉียบพลัน อาทิ หลอดลมอักเสบ ไอ หายใจลำบาก อาจจะทำให้โรคที่เป็นอยู่ เช่น หอบหืดหรือถุงลมโป่งพองกำเริบหนักกว่าเดิม เมื่อร่างกายดูดซึมสารพิษและฝุ่นละอองเข้าไปสะสมจะส่งผลทำให้กล้ามเนื้อหัวใจตายและเส้นเลือดในสมองตีบ บางรายถึงขั้นเป็นอัมพาธเพราะเลือดไม่สามารถไปเลี้ยงที่สมองและยังส่งผลกับสตรีที่กำลังตั้งครรภ์ การศึกษาพบชัดเจนว่าในระยะที่มีหมอกควันเด็กที่คลอดออกมาจะมีน้ำหนักน้อยกว่าปกติซึ่งอยู่ในภาวะเสี่ยงที่จะเสียชีวิตและเป็นโรคอื่น ๆ นอกจากนี้ยังเกิดโรคที่เกิดจากการสะสมก่อให้เกิดโรคถุงลมโป่งพองที่น่ากลัวที่สุดและได้รับการยืนยันแล้วคือในหมอกควันมีสารก่อมะเร็งรวมอยู่ด้วย จึงทำให้ผู้ที่หายใจเอาหมอกควันเข้าไปเสี่ยงต่อการเป็นโรคมะเร็ง ซึ่งภาคเหนือเรามีจำนวนผู้ป่วยมะเร็งปอดสูงสุดในประเทศ อันดับที่ 1 คือจังหวัดลำปาง อันดับ 2 ลำพูน และอันดับ 3 คือจังหวัดเชียงใหม่ โดยบางคนจะเห็นว่าไม่ได้สูบบุหรี่ แต่ก็เสียชีวิตด้วยโรคมะเร็งปอดจากสาเหตุหมอกควัน
ผลกระทบที่เกิดจากหมอกควันอันมีสาเหตุมาจากการเผานั้นมีหลายเรื่องด้วยกัน อาทิ กระทบต่อคุณภาพสิ่งแวดล้อม สุขภาพอนามัยของประชาชน ก่อให้เกิดความเดือดร้อนรำคาญบดบังวิสัยการจราจรทั้งทางบกและทางอากาศส่งผลกระทบต่อการท่องเที่ยว ซึ่งเรื่องดังกล่าวเป็นที่ทราบกันดี อย่างไรก็ตามนอกจากผลกระทบที่กล่าวมาแล้วยังมีผลกระทบทางด้านนิเวศสิ่งแวดล้อมที่น่าเป็นห่วงอีกมากซึ่งสามารถแบ่งเป็นหัวข้อต่าง ๆ ได้ดังนี้
จะเห็นได้ว่าปัญหาต่าง ๆที่ตามมาจากปัญหาหมอกควันและมลภาวะทางอากาศนับวันจะทวีความรุนแรงเพิ่มขึ้นทุก ๆปี โดยสาเหตุหลักๆ เกิดจากน้ำมือมนุษย์ โดยเฉพาะเกษตรกรที่มีกระบวนการผลิตที่เร่งรีบขึ้นและค่าแรงงานแพงขึ้น ระบบเกษตรอุตสาหกรรมเข้มข้นเกษตรกรจึงกลายเป็นสาเหตุสำคัญของการเผาและสร้างมลภาวะ แม้รัฐบาลจะออกกฎหมายห้ามก็ดูเหมือนว่าไม่ประสบผลสำเร็จเลย ดังนั้นการที่จะแก้ปัญหาการเผาในพื้นที่การเกษตรจำเป็นจะต้องใช้กระบวนการและวิธีการแบบมีส่วนร่วมทุกภาคส่วนโดยมุ่งเน้นที่กระบวนการความร่วมมือทั้งจากเกษตรกรเองและผู้บริโภค เป้าหมายคือการสร้างวัฒนธรรมและค่านิยมไม่เผาร่วมกัน เพื่อให้เกิดค่านิยมใหม่ในการผลิต คือค่านิยมไม่เผาและเกิดค่านิยมการบริโภคสินค้าที่ผลิตจากกระบวนการผลิตที่ดูแลสิ่งแวดล้อม ซึ่งจะนำมาถึงความสำเร็จอย่างยั่งยืนของการป้องกันปัญหาหมอกควัน
3 ปี 2018 – 2021
จัดตั้งองค์กรรับผิดชอบหลักในที่นี้คือ ตั้งมูลนิธิเกษตรรักษ์สิ่งแวดล้อม(ประเทศไทย) โดยจัดตั้งและสร้างที่อาคาร เลขที่ 287 หมู่ 5 ตำบลสันทรายน้อย อำเภอสันทราย จังหวัดเชียงใหม่ เป็นอาคารสำนักงานรองรับพนักงาน 4 คน จัดหารถกระบะ 4 ประตู ขับเคลื่อน 4 ล้อ ใหม่ 1 คัน เปิดรับสมัครเจ้าหน้าที่ตำแหน่งต่าง ๆ 4 ตำแหน่ง แต่งตั้งผู้ทรงคุณวุฒิและคณะที่ปรึกษาโดยโครงสร้างขององค์กรซึ่งอยู่ภายใต้มูลนิธิ ซึ่งมูลนิธิประกอบด้วยกรรมการไม่น้อยกว่า 3 คน มีผู้ปฏิบัติงานเต็มเวลา 4 คน มีผู้อำนวยการปฏิบัติงานครึ่งเวลา กรอบการทำงานภายใต้โครงการประกอบด้วย การจัดตั้งองค์กร กำหนดแผนยุทธศาสตร์กำจัดหมอกควันในพื้นที่การเกษตรแห่งชาติ กำหนดแผนการปฏิบัติงานในพื้นที่ที่ก่อให้เกิดปัญหาหมอกควันสูงโดยจะเข้าปฏิบัติงานร่วมกับหน่วยงานภาครัฐ องค์กรปกครองท้องถิ่นและสภาเกษตรกรประจำจังหวัด โดยขอความร่วมมือให้สภาเกษตรกรทุกจังหวัดเป็นหน่วยประสานงานโครงการและขับเคลื่อนกิจกรรม จัดทำข้อกำหนดกระบวนการรับ สมัครเกษตรกรเข้าร่วมโครงการ โดยคณะที่ปรึกษาและคณะผู้ทรงคุณวุฒิพิจารณาร่วมกันและเปิดรับข้อเสนอโครงการวิจัยที่เกี่ยวข้องกับการลดการเผาในพื้นที่การเกษตร และเทคนิคการเกษตรที่เป็นมิตรต่อสิ่งแวดล้อม พร้อมออกแบบตราสัญลักษณ์ผลผลิตที่มาจากโครงการจัดเวทีรับฟังความคิดเห็นจากทุกภาคส่วนเชิญผู้แทนเกษตรกร สภาเกษตรกร หน่วยงานภาครัฐ และเอกชนในประเด็นข้อกำหนดในการรับสมัครเกษตรกรเข้าร่วมโครงการ เพื่อชี้แจงโครงการตลอดจนเพื่อพิจารณาข้อกำหนดขอเกษตรกรที่จะได้รับการรับรอง กระบวนการขึ้นทะเบียนและตรวจรับรอง คัดเลือกผู้ประสานงาน 5 คน ประจำภาคต่าง ๆ และเปิดรับผู้ตรวจประเมิน
จากนั้น อบรมผู้ประสานงานและผู้ตรวจประเมิน โดยอบรมกรอบความรับผิดชอบและหน้าที่หลักสูตรฝึกอบรมจะคล้ายๆ การอบรมการตรวจประเมินเกษตรอินทรีย์ หรือ GAP
สภาเกษตรกรประจำจังหวัด โดยเจ้าหน้าที่สภาฯ เปิดรับสมัครเกษตรกรเพื่อเข้าร่วมโครงการในขณะเดียวกัน ทางโครงการจะดำเนินการประชาสัมพันธ์ผ่านสื่อต่าง ๆ จากนั้นเจ้าหน้าที่ตรวจประเมินและผู้ประสานงานจะลงพื้นที่ตรวจรับรอง จากเอกสาร ภาพถ่าย และอาจจะมีการตรวจสอบคุณสมบัติเคมีดินและจัดทำเป็นฐานข้อมูล โดยใช้เครื่องจับพิกัด GPS ทุกแปลง จัดทำฐานข้อมูลระบบจัดการฐานข้อมูล ระบบติดตามผล
จัดประชุมเกษตรกรผู้เข้าร่วมโครงการในพื้นที่ ให้ความรู้ แนะนำแนวทางการผลิตที่เป็นมิตรต่อสิ่งแวดล้อม อบรมให้ความรู้การผลิตที่ไม่มีการเผา โดยจัดประชุมในพื้นที่แต่ละชุมชน เป็นการเรียนรู้ร่วมกันของเกษตรกรและคณะทำงาน สภาพปัญหาและหาแนวทางแก้ปัญหาและพัฒนาพื้นที่ร่วมกัน สำรวจกิจกรรมการผลิตจัดทำฐานข้อมูลผลผลิตที่มาจากโครงการ

พิจารณาโครงการข้อเสนอโครงการวิจัยและส่งต่อสู่แหล่งทุนติดตามประเมินผลและดำเนินการตรวจรับรอง สร้างฐานข้อมูลพื้นที่ปริมาณการเผา ปริมาณหมอกควัน ทำสถิติระยะ 4 ปีสรุปและประเมินผลโครงการ พร้อมรายงานความก้าวหน้าทุก 4 เดือน
